U.S. Army Corps of Engineers New Orleans District's Shanon Soileau reviews transfer documents at Ponce, Puerto Rico's harbor on January 27, 2018 for a vessel passing from the U.S. Coast Guard's control to the Army for disposal. Hurricanes Irma and Maria sank many vessels in Puerto Rico's waters in September 2017. The Corps of Engineers is the Federal Emergency Management Agency's lead for disposal of debris, including dozens of watercraft pulled from Puerto Rico's waters by the Coast Guard.
