U.S. Army Gen. Carter F. Ham (middle), United States Africa Command commander, shakes the hand of U.S. Navy Rear Adm. Michael Franken during the Combined Joint Task Force-Horn of Africa change of command ceremony, May 19. Ham presided over the ceremony, during which he transfered command of CJTF-HOA from U.S. Navy Rear Adm. Brian L. Losey to Franken. Losey has been reassigned as the commander of Special Operations Command Africa.
