Carter Ham, United States Africa Command commander, shakes the hand of U.S. Navy Rear Admiral Michael Franken, who moments before assumed command of Combined Joint Task Force-Horn of Africa in a ceremony presided over by Ham. Franken relieved U.S. Navy Rear Admiral Brian Losey, who will leave CJTF-HOA to become the U.S. Special Operations Command, Africa commander.
