(Sept. 14, 2017) Christopher Harland, a legal advisor with the International Committee of the Red Cross (ICRC) and Michael Schmitt, a professor at the U.S. Naval War College’s (NWC) Stockton Center for the Study of International Law, participate in a discussion during a legal conference held at NWC. The conference, sponsored by NWC’s Stockton Center for the Study of International Law and ICRC, focused on the ICRC’s updated commentary on the Second Geneva Convention which was released earlier this year.
