Decker coordinates communication between exercise players and higher headquarters participating in the exercise missions. March 13. More than 1,400 service members traveled to Camp Atterbury to participate in the exercise. Exercise Vibrant Response is a training event for the chemical, biological, radiological, nuclear and high yield explosive consequence management response force. The exercise focuses on Department of Defense support of civil authorities in a consequence management role. The CCMRF is part of DoD's scalable response capability to assist civilian responders in saving lives, relieving human suffering and mitigating great property damage in response to a catastrophic CBRNE incident.
