Doug Wiles, playing the role of Kentucky State Governor Steve L. Beshear, publicly welcomes the U. S. military's response to aid the citizens of Kentucky after a simulated nuclear detonation during Exercise Vibrant Response 11.1 at Forward Operating Base Panther, near Urban Training Center Muscatatuck, Ind., March 14. More than 1,400 service members traveled to Camp Atterbury to participate in the exercise. Exercise Vibrant Response is a training event for the chemical, biological, radiological, nuclear and high yield explosive consequence management response force. The exercise focuses on Department of Defense support of civil authorities in a consequence management role. The CCMRF is part of DoD's scalable response capability to assist civilian responders in saving lives, relieving human suffering and mitigating great property damage in response to a catastrophic CBRNE incident.
