A U.S. Navy officer in white dress uniform is delivering a speech at a formal military ceremony, standing at a wooden podium with a microphone. A large American flag serves as the backdrop, and several other naval officers in white dress uniforms are seated on the stage behind the speaker. The setting and attire suggest a formal change of command, commissioning, or retirement ceremony.
