Armed Forces of the Philippines Maj. Gen. Emeraldo C. Magnaye gives his opening remarks May 14 during a dedication ceremony in Guinobatan, Albay province, Philippines. Dedication ceremonies were held around Albay to recognize the completion of the five engineering civic assistance program sites taking place as a part of Exercise Balikatan, including renovations of a school, building of classrooms, and construction of a health center. The exercise is currently in its 30th iteration and focuses on strengthening interoperability and friendship between the two long-standing allies. Magnaye is the Balikatan 2014 exercise director.
