Philippine Navy Lt. Romel Sotero, right, greets U.S. Marine Maj. Gen. Richard Simcock before a dedication ceremony May 14 in Guinobatan, Albay province, Philippines. Dedication ceremonies were held around Albay to recognize the completion of the five engineering civic assistance program sites taking place as a part of Exercise Balikatan, including renovations of a school, building of classrooms, and construction of a health center. The exercise is currently in its 30th iteration and focuses on strengthening interoperability and friendship between the two long-standing allies. Sotero is an engineering civic assistance program site officer in charge with Navy Combat Engineering Brigade, and Simcock is the deputy commander for U.S. Marine Forces, Pacific.
