The image shows what appears to be a maritime emergency response or environmental cleanup operation at a marina. Two personnel in military-style uniforms and orange life vests are operating a dark inflatable rubber boat equipped with a Honda outboard motor, deploying what appears to be containment booms or absorbent materials on the water surface. On the dock, several individuals including military personnel, firefighters, and civilians are observing the operation near equipment and supplies.

Soldiers of the 824th Transportation Company (Heavy Watercraft) quickly responded to an explosion of a 28-foot fishing boat that occurred at the civilian side of the North Carolina State Port in Morehead City on April 3. They assisted in first aid and damage control until civilian authorities arrived. Here a spillage response boom is secured to prevent further contamination of the water by fuel and other possible hazardous material. The explosion occurred just prior to a ribbon cutting ceremony that was to celebrate the rebuilding of their pier that had been destroyed during Hurricane Irene. Pictured here are Staff Sgt. Bryan Hanlon, left, and Warrant Officer Candidate Robert Wallace.
