USS Rowan DD 405 was the third ship named for Rear Admiral Steven C. Rowan who was no stranger to the Norfolk Navy Yard as he first commanded the steam-sloop Pawnee as it towed out the flagship of the Atlantic Fleet Cumberland all the while the torch was set to burn the Shipyard on April 20, 1861 by Union forces.
