MECHANICSBURG, Pa. – Thirteen students selected for employment at Naval Supply Systems Command (NAVSUP) Business Systems Center (BSC) through the Department of War (DOW) Cyber Service Academy (CSA) completed a 10-week summer internship session onboard Naval Support Activity Mechanicsburg, Aug. 14.

Over the 10 weeks, the scholars completed administrative processing and training requirements while working on information systems supporting Navy supply-chain readiness. The session was the second of a two-part program designed to transition students to Navy civilian service at NAVSUP BSC.

“This summer was my first hands-on experience as a software developer. It was important to me because I finally got to be a part of the topics I learned in college and contribute to my team,” said Allison Stiteler, a DOW CSA scholar attending Indiana University of Pennsylvania. “I have a better idea of what I will be doing during my employment after graduation and feel much more confident in my ability as a software developer at NAVSUP BSC.”

Students who completed the summer session came from regional colleges and universities, including Carnegie Mellon University, East Stroudsburg University, Indiana University of Pennsylvania, Messiah University, Pennsylvania State University, Robert Morris University, Saint Francis University, and University of New Haven.

Upon graduation, scholars are hired as full-time civilian employees. Senior-year and advanced-degree students return to college to finish academic requirements.

“This was the third and last internship session before onboarding to NAVSUP BSC,” said Jared Giesen, a DOW CSA scholar attending Carnegie Mellon University. “I gained hands-on experience and training towards my incoming role with assigned teams.”

NAVSUP BSC has hired a total of 74 employees in the cyber and IT career fields through the DOW CSA, including six from the 2026 class of scholars.

“This program is important because it gives us a direct pipeline to hire highly qualified employees in the cyber and IT fields. Students come here with the certifications and skills needed to fill critical positions and perform at an advanced level,” said Kevin Davis, supervisory management and program analyst and DOW CSA agency representative at NAVSUP BSC.

Formerly known as the Department of Defense Cyber Scholarship Program, the DOW CSA is both a scholarship program and a capacity-building tool to protect the nation’s critical information systems and networks. The program is sponsored and administered by the DOW Chief Information Officer to recruit and retain cyber and IT specialists, promote higher education in all cyber-related disciplines, and enhance the nation’s cybersecurity posture.

Scholarship recipients commit to a one-year service requirement for each year they receive tuition and benefits. To apply for the program, students must be enrolled in an institution certified as a National Center of Academic Excellence in Cybersecurity. Applicants must submit a two-part package to the DOW CSA program office by February each year to be considered for the scholarship starting in the fall semester.

As a participating DOW component, NAVSUP BSC identifies critical requirements, offers career-enhancing internships, and selects scholars for full-time civilian positions upon graduation.

NAVSUP BSC is one of 11 commands under Commander, NAVSUP, and delivers IT and information management solutions with specific emphasis on logistics and financial-related products and services for the Navy, Department of War, other federal agencies, and international customers.
