    A meeting of senior leaders and representatives from the U.S. Army Corps of Engineers and a delegation from the Ministry of Defence of Ukraine came together Nov. 6 at USACE headquarters in Washington to discuss the potential launch of a strategic initiative to further enhance the development of Ukraine's State Special Transport Service.

    Col. Oleksandr Korotchenko led the delegation from Ukraine in productive discussions with senior representatives from USACE. USACE participants included U.S. Army Maj. Gen. William H. Graham, deputy chief of engineers, U.S. Army Col. John L. Beck, executive director of Military Programs, U.S. Army Col. Robert M. McTighe, North Atlantic Division deputy commander, and other USACE leaders and staff.

    The collaboration at USACE headquarters comes amidst Russia’s continued conflict with Ukraine, and U.S. Secretary of Defense Lloyd J. Austin III recently emphasizing the U.S. Department of Defense’s historical unity and steadfast support for Ukraine.

    Graham noted the importance of continued support to Ukraine for the long term, saying, “I am proud to stand with Ukraine and serve side-by-side. There’s so much we can learn from one another.”

    Sitting at the head of the table alongside Korotchenko, Beck provided reassurance, saying, “There’s a lot of synergy between our USACE tasks and yours where we can share [knowledge and experience] with one another.”

    The Ministry of Defence of Ukraine expressed interest in USACE's expertise and experience as they compared the strategic design and composition of the SSTS to USACE's organized configuration and operations. During the meeting, Korotchenko expressed that a future partnership would offer a unique opportunity for joint knowledge exchange to bolster Ukraine’s SSTS capabilities.

    “Together, we’re strong,” Korotchenko expressed. “We want to prove our capability now and we should do everything faster, faster, faster… but we need help from the U.S.”

    The meeting concluded with a strong sense of cooperation and a commitment to further discussions, acknowledging the potential for mutual benefit and enhanced regional security in Ukraine, according to participants.
