CIWT Recognizes Civilians of the Quarter

The Center for Information Warfare Training (CIWT) announced its 2017 third quarter Civilians of the Quarter (COQ), Dec. 1.

CIWT Commanding Officer Bill Lintz commended the awardees for their hard work and steadfast effort supporting the Navy's mission.

CIWT selected Cindy Harris, a supervisory management analyst from its total force manpower directorate, as supervisor COQ; Sharon Filadelfia, an instructional systems specialist and field learning standards officer from Information Warfare Training Command (IWTC) San Diego, as non-supervisor COQ; and Ronnie Holladay, an instructor at IWTC Corry Station, as its Civilian Instructor of the Quarter.

Harris maintained direct oversight for all 1,127 military and government service billets within the CIWT enterprise. Her efforts ensured more than 90 percent of all positions were filled. She also drafted an official instruction for government employee support programs. This instruction provides guidance for sponsoring, welcoming and mentoring new employees. Additionally, Harris revised CIWT’s Position Management Program, streamlining the process to ensure issues and actions are addressed in a timely manner.

“I'm very honored to be recognized with this award,” said Harris. “This was all a team effort, and I have the best team ever!”

Filadelfia identified and provided recommendations for nearly every process improvement within IWTC San Diego’s training directorate. Her process improvements included in-service training, formal course reviews, instructor evaluations and academic review boards. She also improved coordination between IWTC San Diego and its subordinate learning sites to provide a clear description of each command’s roles and responsibilities within the training mission.

"I am completely surprised to have been selected as civilian of the quarter,” said Filadelfia. “I am surrounded by excellence- committed, hard-working and intelligent professionals at all levels within the CIWT organization.”

Holladay serves as course supervisor for the Electronic Warfare Shipboard Operations Course at IWTC Corry Station. He led nine instructors and trained 102 multi-service students. He coordinated a technical upgrade of the school’s electronic training lab, which enhanced training delivery and improved overall fleet electronic warfare proficiency. He also provided oversight and feedback for a pilot course incorporating new interactive courseware vital to advanced training. His efforts ensured Sailors entering the fleet were well-equipped with the knowledge and skills necessary to perform their duties in the fleet.

“It’s always important to take your job above and beyond that required of you,” said Holladay. “We have the opportunity to not only provide exceptional training and give back to the command.”
