A solemn outdoor ceremony is taking place at what appears to be a military installation, with uniformed military personnel and civilians in black 9/11 memorial shirts standing at attention before multiple flagpoles. The American flag is prominently displayed at full mast on the center pole, flanked by what appears to be a UK flag and a black flag. The gathering appears to be a September 11th remembrance ceremony based on the visible memorial shirts worn by several attendees.
