Command Sgt. Maj. Kenneth Swartzell hands the Army noncommissioned officer saber to Master Sgt. James Miller during the change of responsibility ceremony at Harrisburg Military Post, Harrisburg Pa. on August 16, 2026. The change of command ceremony marked the transition with the time-honored passing of the colors in front of a formation of division soldiers.
