After the second Super Typhoon Bavi made landfall on Rota, the southernmost island in the Commonwealth of the Northern Marianas Islands (CNMI), the U.S. Army Corps of Engineers (USACE) were able to respond quickly because additional personnel and resources were pre-positioned ahead of Super Typhoon Bavi’s landfall along with the resources that were already on the ground due to Sinlaku. In coordination with the Federal Emergency Management Agency, temporary generators are being installed at critical facilities on Rota by USACE’s Temporary Power Team. On July 26, 2026, USACE’s Grid Power Team and the 249th Engineer Battalion conducted a site visit of the Rota’s Power Plant. One critical facility is the powerplant to electrify the heaters used to dry out the storm-soaked powerplant engines and accelerate their return to service. Greggory Williams, ESF-3 Team Leader GRID Power, Recovery Field Office, USACE; Chief Warrant Officer 2 Cory Newling, and Sgt. 1st Class Douglas Devore, DR-Modular Power Supervisor, 249th Engineer Battalion Prime Power, inspect the radiator for one of the power plants engines.
