    Sgt. Alicia Haley, a combat medic, coaches infantryman Pfc. Both U.S. Soldiers are members of the Oregon National Guard and are participating in Tiger Lightning thanks to Oregon’s State Partnership Program (SPP), designed to strengthen security and interoperability through a long-term partnership with Bangladesh, focusing on disaster response, cyber defense, and medical training to address shared challenges and enhance regional stability. Tiger Lightning is an annual U.S. / Bangladesh bilateral exercise to support the USARPAC Theater Army Campaign Plan (TCAP) and security cooperation plan objectives to enhance professional relationships, military operations, readiness, and interoperability between U.S. and Bangladesh Army formations.
