NAVAL BASE SAN DIEGO (May 28, 2026) - Cmdr. Jack Skahen Jr., commanding officer of Arleigh Burke-class guided-missile destroyer USS Lenah Sutcliffe Higbee (DDG 123), delivers instruction during a Warfighting Advantage, the initiative formerly known as Get Real, Get Better, waterfront symposium for commanding and executive officers at Mariner Skills Training Center, Pacific. The session was guided by presentations led by both Skahen and Capt. Erik Kenny, commanding officer of amphibious transport dock ship USS John P. Murtha (LPD 26). The training applied the newly released NAVADMIN 121/26 - P4 - Rickover Principle #3, attention to detail - directly to operational and tactical challenges, demonstrating how contemporary commands translate the Rickover legacy into modern fleet credibility. Adm. Hyman G. Rickover is widely recognized as the “Father of the Nuclear Navy,” and his Naval Nuclear Propulsion Program principles are still espoused by today’s Navy. The mission of Commander, Naval Surface Force, U.S. Pacific Fleet is to man, train, and equip the Surface Force to provide fleet commanders with credible naval power to control the sea and project power ashore.
