Military leaders turn the first shovel of earth during a groundbreaking ceremony for a new Containerized Ammunition Holding Facility at Military Ocean Terminal Concord on April 23, 2026. The Honorable W. Jordan Gillis, Assistant Secretary of the Army for Installations, Energy and Environment, joined senior Army leaders for the ceremonial groundbreaking. Undertaken by the U.S. Army Corps of Engineers in partnership with U.S. Army Transportation Command, the project will add new holding pads with their protective earthen berms, lightning protection, and connective road network to the installation. The modernized infrastructure is designed to reduce risks to personnel while safely expanding the ability to support warfighter readiness and lethality.
