U.S. Army Corps of Engineers, Fort Worth District Commander, Col. Calvin A. Kroeger, signs the beam used for the topping off ceremony of the Veterans Administration Health Care Center at Fort Bliss. The topping off ceremony is a construction tradition, decades old, a milestone marking the placement of the final structural beam. Kroeger recognized each team member — from contractors to engineers to laborers — who brought their own expertise to ensure they stayed aligned and met objectives and milestones.
