Constable Shannie Cotter of Saint Lucia's Marine Unit practices operating a portable high-frequency (HF) radio as part of Tradewinds 2013. Cotter said that she values the training and skills partner nations share, and she looks forward to practicing her skills in live exercises later this week. Tradewinds 2013 is a joint, combined exercise conducted in conjunction with partner nations to enhance the collective abilities of defense forces and constabularies to counter transnational organized crime and to conduct humanitarian/disaster relief operations.
