On Sept. 24, 2025, the Marshall Center’s Program on Applied Security Studies (PASS) plenary in Garmisch-Partenkirchen offered a sobering reminder of what resilience means in wartime during a panel on Ukraine’s whole-of-society approach to resilience. Anna Novosad, former Ukrainian Minister of Education and co-founder of savED, made clear that Russia’s campaign is not limited to the battlefield, but reaches into every aspect of civilian life .
