    On Sept. 24, 2025, the Marshall Center’s Program on Applied Security Studies (PASS) plenary in Garmisch-Partenkirchen offered a sobering reminder of what resilience means in wartime during a panel on Ukraine’s whole-of-society approach to resilience.

    “For the Russians, it’s not about getting our land, but it’s about erasing everything that is Ukrainian,” said Anna Novosad, former Ukrainian Minister of Education and co-founder of savED.

    Her remarks made clear that Russia’s campaign is not limited to the battlefield, but reaches into every aspect of civilian life – from culture and education to infrastructure and governance. Preserving schools, she argued, is preserving the nation itself, citing the savED initiative, which restores classrooms in war-affected areas.

    Mykola Bielieskov, senior analyst at Come Back Alive, talked about the role of this Non-Governmental Organization (NGO) in strengthening the state in wartime. As a strategic partner of the Ukrainian government, Come Back Alive does “not supplement the state but complements it in areas of expertise.’’

    During the presentation he shared the different ways in which think tanks and NGOs can support the government in war, especially in policy development by emphasizing that “sound analysis is the base of sound public policy.”

    Vasilisa Stepanenko, video journalist with the AP and field producer of “20 days in Mariupol,” closed the session with a powerful appeal for truth:

    “We are the eyes of the world and the voice of the Ukrainian people,” she said, recounting the risks reporters take to document the front lines. For her, the task of showing the world what war really looks like is not only about bearing witness, it is about countering disinformation and shaping global understanding.

    Powerful takeaways from three individuals experiencing war firsthand. In offering their personal insights and professional skills, PASS participants find further motivation to strengthen deterrence and build societal resilience before their nations face a similar test.
