Ronald Jenkins, outgoing commanding officer of the Arleigh Burke-class guided-missile destroyer USS Higgins (DDG 76), gives remarks at the Higgins change of command ceremony onboard Naval Base Guam in Apra Harbor, Guam, Aug. 24.
