250829-N-SS900-1379 NAVAL BASE POINT LOMA (Aug. 29, 2025) Capt. Phillip Sylvia Jr. passes through sideboys during a Commander, Submarine Squadron (CSS) 11 change of command ceremony held aboard Los Angeles-class fast-attack submarine USS Scranton (SSN 756) at Naval Base Point Loma, Aug. 29, 2025. During the ceremony, Silvia relieved Capt. Will Wiley as the new commander for CSS-11. CSS-11 is home to four Los Angeles-class fast-attack submarines, capable of supporting various missions, including anti-submarine warfare, anti-ship warfare, strike warfare and intelligence, surveillance and reconnaissance.
