On behalf of the Commander-In-Chief of the Peruvian Navy, Adm. Luis Polar, Rear Adm. Oliva awarded Kapcio the Naval Medal of Honor for Merit, which recognizes people who provide exceptional service through actions that contribute to enhancing the prestige and advancement of the Peruvian Navy. Kapcio recently retired from federal service after serving 33 years in uniform and 14 years in a civilian role at U.S. Naval Forces Southern Command/U.S. 4th Fleet.
