Representative Josh Harder joins leaders from the U.S. Army Corps of Engineers, Central Valley Flood Protection Board, California Department of Water Resources, and the San Joaquin Area Flood Control Agency for a groundbreaking ceremony on April 18 to officially launch the first phase of the Lower San Joaquin River Project. The $1.95 billion, multi-year initiative reduces flood risk for more than 235,000 residents in north and central Stockton. Harder represents California's 9th Congressional District, which includes San Joaquin County, as well as parts of Stanislaus and Contra Costa counties.
