Brian Moore, left, commander of the Oklahoma City Air Logistics Complex, signs an education partnership agreement among Rose State College, the OC-ALC and the 72nd Air Base Wing during a ceremony held on Tinker Air Force Base, Oklahoma, Jan. 17.
