Abigail Ruscetta, right, commander of the 72nd Air Base Wing, provides remarks during a ceremonial signing event in celebration of the education partnership agreement among Rose State College, the OC-ALC and the 72nd Air Base Wing on Tinker Air Force Base, Oklahoma, Jan. 17.
