Members of the Vietnam National Committee for Incident, Disaster Response and Search & Rescue (VINASARCOM) delegation prepare a map of the Hai Phong area for a table top exercise during the annual Disaster Management Engagement Activity (DMEA) in Hai Phong, Vietnam, May 17, 2023. VINASARCOM and the Oregon National Guard prepared two different disaster scenarios, demonstrating how they would respond and then opening it up to questions and comments so that both organizations had a better understanding of how each other would function. The Oregon National Guard and VINASARCOM were paired in 2012 as part of the National Guard’s State Partnership Program (SPP). The SPP directly supports both U.S. national interests and security cooperation goals through engagement with partner nations.
