A civilian man in a black vest and blue checkered shirt appears to be addressing or briefing a group of U.S. Army soldiers in ACU (Army Combat Uniform) camouflage. The setting appears to be an indoor military facility or hangar. The group includes both male and female soldiers, one of whom is wearing a green turban, suggesting a Sikh soldier with a religious accommodation.
