A military officer in white dress uniform is shaking hands with an elderly veteran seated in a motorized wheelchair at what appears to be a dining facility or care home. The seated veteran is wearing a blue 'Chosin Few' veteran's cap with medals/pins, indicating he is a Korean War veteran of the Battle of Chosin Reservoir.
