Two U.S. Navy officers in dress blue uniforms are participating in a formal military ceremony, with the senior officer on the left pinning a medal or decoration onto the chest of the officer on the right. Both wear black face masks and white-topped service caps, suggesting this ceremony took place during the COVID-19 pandemic. An American flag serves as the backdrop, and a Navy flag is partially visible on the left.
