A formal military ceremony is taking place in an auditorium or event hall, with U.S. Navy personnel in khaki service uniforms standing in formation. Two national flags are visible on the stage — the United States flag and the Japanese flag — suggesting this event is occurring at a U.S. military installation in Japan. A senior enlisted female service member appears to be conducting an inspection or review of the formation.
