The image shows a large U.S. Navy auxiliary personnel lighter (APL) barge designated 'U.S. NAVY APL 67', a non-self-propelled floating barracks vessel painted white. The barge is moored at a harbor facility and is being assisted by a tugboat on the right side and a smaller utility/workboat alongside its hull. The setting appears to be a naval installation, likely in Japan based on the surrounding landscape and infrastructure.
