    A CH-47 Chinook and UH-60L Blackhawk helicopter loaded with mock civilian casualties departs Muscatatuck Urban Training Center May 1 as part of Guardian Response 21, a multi-component Homeland Emergency Response Enterprise run by the Army Reserve’s 78th Training Division. Crewmembers of the 4th Combat Aviation Brigade, Ft. Carson, Col., transported 150 role-players to nearby Forward Operating Base Panther in a scenario that simulated a worse-case nuclear event in a large U.S. city. Multiple military and civilian agencies were in play, including local, county, state and federal as well as the Department of Defense. “In any type of defense support of civil authorities, as a DOD member, we are here in support of the lead civilian agency on the ground,” said Capt. Robert Williams, 4th CAB. “Once we are within their area of control we are taking orders from them, and we are doing everything we can to assist the individuals on the ground.”
