A rigid-hull inflatable boat (RHIB) is underway on open ocean water, carrying multiple personnel in tactical gear including helmets and body armor. An American flag is mounted at the stern of the vessel. Personnel appear to be conducting a maritime law enforcement or visit, board, search, and seizure (VBSS) operation, with at least one individual in civilian/non-tactical clothing seated among the uniformed personnel.

Maritime Enforcement Specialist 3rd Class Brian Smith of the U.S. Coast Guard's Pacific Area Tactical Law Enforcement Team 107 makes his way down USS Simpson's pilot ladder to a rigid hull inflatable boat. Simpson recently supported African Maritime Law Enforcement Partnership operations, a branch of the Africa Partnership Station, in an effort to build maritime safety and security on and off shore.
