Col. Michael J. Rowland, Alabama state surgeon, commander Medical Detachment, Army National Guard, extends a warm welcome, with an elbow bump, to Col. Esper spoke by phone with Romania Minister of National Defense, Nicolae-lonel CIUCA, on May 12 to convey solidarity in combating COVID-19.
