Al Alarcon, prospective commanding officer of the submarine tender USS Frank Cable (AS 40), salutes sideboys as he arrives at a change of command ceremony aboard the ship, Feb. 7. Alarcon relieved Capt. Jeff Bierley as commanding officer of the ship during the event.
