A naval vessel, likely a U.S. Navy destroyer or guided-missile ship, is navigating a river through an urban area accompanied by tugboats, with an American flag visible on deck. A fireboat or water cannon installation on a nearby bridge is shooting colored water streams — blue and red — in a ceremonial welcome display. The scene appears to be a port arrival celebration, possibly in Portland, Oregon, based on the visible Steel Bridge, Moda Center arena, and Oregon Convention Center spire in the background.

The guided-missile destroyer USS William P. Lawrence (DDG 110) transits under Steel Bridge in Portland, Ore., at the start of Portland Rose Festival. Navy warships have been coming to the City of Roses since USS Charleston's visit in 1907. Portland's Rose Festival is an opportunity for the Navy to raise awareness about the purpose of naval forces and sustain the strong relationship with the community. U.S. Third Fleet leads naval forces in the Eastern Pacific from the West Coast of North America to the international date line and provides realistic, relevant training necessary for an effective global Navy.
