A U.S. Navy guided-missile frigate bearing hull number 61 is underway on a river, with crew members in white uniforms manning the rails in a formal dress parade formation. The vessel appears to be entering or departing a port city, identifiable by urban infrastructure and a distinctive green bridge structure visible in the background. The scene likely depicts a ceremonial arrival or departure event.

The guided-missile frigate USS Ingraham (FFG 61) arrives at the Tom McCall Waterfront Park in Portland, Ore., to kick off Portland Rose Festival Fleet Week 2012. Navy warships have been coming to the City of Roses since USS Charleston's visit in 1907. Portland's Rose Festival is an opportunity for the Navy to raise awareness about the purpose of naval forces and sustain the strong relationship with the community. U.S. Third Fleet leads naval forces in the Eastern Pacific from the West Coast of North America to the international date line and provides realistic, relevant training necessary for an effective global Navy.
