U.S. Navy Chief Petty Officer (HMC) Toby J. Fancher of Largo, FL., with Regimental Combat Team 6, Regiment Aid Station uses an Iraqi provincial security forces (PSF) recruit to assist him while presenting instruction on basic first aid to a class of PSF recruits on Aug. 6 in Al Fallujah, Iraq. PSF are trained by Marines of 1st Battalion, 1st Marine Regiment to serve their communities as the "neighborhood watch" as part of the new programs coalition forces are developing to provide national security forces.
