Rich Jarrett, commanding officer of Commander, Fleet Activities Yokosuka (CFAY), delivers a speech during the 43nd annual Friendship Day celebration hosted by CFAY. The summer open base event is one of several throughout the year highlighting the friendship between the local Japanese community and U.S. Navy. CFAY provides, maintains, and operates base facilities and services in support of the U.S. 7th Fleet's forward-deployed naval forces, 71 tenant commands, and more than 27,000 military and civilian personnel and their families.
