A military service member in desert camouflage (MARPAT) uniform is shoveling sand or dirt into HESCO bastions, which are wire-mesh and fabric military defensive barriers. The individual is standing on top of the filled barriers, actively throwing a shovelful of soil. This appears to be a fortification or base construction task in an arid environment.
