The image shows an emergency flood control operation along a waterway, where a large earthen/sand levee or berm has been constructed to hold back rising water levels. Heavy construction equipment (visible on the left) has been used to pile and shape sand into a curved embankment running along the water's edge. The scene appears to be during late autumn or early spring based on the bare deciduous trees, and the water level is visibly high and close to the top of the berm.

The U.S. Army Corps of Engineers Omaha District fills in a breach on the Union Dike Friday, March 23, after it was damaged by runoff from the Platte River.
