JOINT BASE SAN ANTONIO - FORT SAM HOUSTON - (Jun 1, 2018) Electrician's Mate (Nuclear) 2nd Class Roberto Rangel, Jr., of Houston, a recruiter assigned to Navy Recruiting District (NRD) San Antonio, was promoted to the rank of petty officer first class in America’s Navy by Cmdr. Jeffrey Reynolds, NRD commanding officer during a frocking ceremony held at NRD headquarters. Rangel is a 2001 graduate of Cypress High School in Cypress, Texas, and enlisted in the Navy in 2011.
