ROTA, Spain (March 17, 2018) Lt. Cmdr. Francis Tay, center, executive officer of Naval Mobile Construction Battalion (NMCB) 11, discusses operational capabilities with Vice Adm. Lisa M. Franchetti, commander of U.S. 6th Fleet, during a visit to Naval Station Rota, Spain, March 17, 2018. During her first visit to the installation since she assumed command of U.S. 6th Fleet, Franchetti participated in a capabilities exhibition, met with Spanish navy leadership and visited the Arleigh Burke-class guided-missile destroyer USS Ross (DDG 71) to speak with leadership and crew.
