Javier E. Perez-Ortiz, a liaison for the U.S. Army Corps of Engineers Recovery Field Office, explains the process of the right-of-entry registration to residents in Humacao, Puerto Rico, Oct. 15, 2017. The right-of-entry form provides legal permission for the U.S. Army Corps of Engineers contractors to access the resident’s property and assess damage as part of “Operation Blue Roof.” OBR is a free program offered by the Federal Emergency Management Agency to temporarily restore damaged roofs.
