Lorimar Santana, a local employee, helps a resident complete a right-of-entry form in Humacao, Puerto Rico, Oct. 15, 2017. The right-of-entry form provides legal permission for the U.S. Army Corps of Engineers contractors to access the resident’s property and assess damage as part of “Operation Blue Roof.” OBR is a free program offered by the Federal Emergency Management Agency to temporarily restore damaged roofs. FEMA and the Department of Defense assist civil authorities by providing disaster relief efforts in Puerto Rico in response to Hurricane Maria.
